DAVID C. OLIVER – PRESIDENT
David Oliver has been involved in the construction industry for over thirty years. His interest in construction began as a young boy growing up in a family of engineers and construction tradesmen in the petrochemical area of Southeast Texas. He received a B.S. in Building Construction from Texas A&M University, and after graduation returned to Beaumont to work in the industrial construction business. In 1983, he came to Dallas to pursue work in commercial construction, serving as Project Manager and President in a small construction firm. Since 1988, David has been the President and CEO of Olicon, performing construction in the areas of tenant finish, public contracts, and healthcare. Since 2004, David has taken Olicon from a bid contractor to negotiating over ninety percent of its work. His strong understanding of scheduling, cost accounting, and managing resources, especially people, has made Olicon a trusted and highly respected contractor.
JOHN A. RICKARD, AIA, PE, – VICE PRESIDENT
John Rickard has been involved in design and construction for over thirty years. He holds degrees in architecture and engineering, the latter with an emphasis in construction management, and is licensed as both an architect and engineer. He has held positions with both owners and general contractors, and his civil engineering experience includes serving as County Engineer for Travis County. He was a founding partner of Pi Architects, having sold his interest after ten successful years of specializing in healthcare design. Besides his position with Olicon, he also teaches engineering at the University of Texas at Austin and spends several weeks a year conducting Life Safety Code assessments at U.S. Army hospitals such as Walter Reed Army Medical Center in Washington, D.C. A registered accessibility specialist since the inception of the program, he provides expert witness reports and testimony regarding accessibility and construction issues. He also currently chairs a technical committee for the National Fire Protection Association.
